Harvest Moon Grand Bazaar?

I used action replay for to make everything in my bag&storage 5 stars.My flower used to say super fresh,but now it says fairly fresh.But it still has 5 stars.Is there a difference between freshness and how many stars?Or is it just a bad code?Lastly (I think) how do I unlock windmills?
